3 Russian exams compared by levels, centres and use

Three exam systems certify Russian according to the CEFR, the Common European Framework of Reference for Languages with six levels from A1 to C2. They differ in where you can sit them and who knows them.

TORFL (ТРКИ)A1 to C2test centres in Russia and a few partner centres abroadstudy and work in Russia, translation careers
telc RussianA1, A2, B1, B2language schools and adult education centres, mostly in Europejob applications, further training
ECL RussianA2, B1, B2, C1ECL exam centres in Europeuniversities and employers in Central Europe

TORFL, the Test of Russian as a Foreign Language, is the state certificate of the Russian Federation. telc gGmbH is a non-profit exam provider in Frankfurt, Germany, and the ECL Consortium is a European network of exam centres. You take all three exams in person, while registration, preparation and mock tests run online. Since 2022, travel to test centres in Russia has become much harder for many learners from the EU, the UK and North America, which makes the partner centres abroad and the two European exams more important.

ℹ️

According to HSE University in Moscow, the TORFL certificate does not expire. Universities and employers may still ask for a recent result, so check their rules before you rely on an old certificate.

Which Russian exam fits study, work or citizenship

The right exam follows from your goal and from the body that asks for proof. St Petersburg State University lists what each TORFL level is for.

  • Admission to a bachelor's degree in Russia requires TORFL-I, level B1.
  • Completing a bachelor's or master's degree requires TORFL-II, level B2.
  • Work as a translator, editor, journalist or diplomat calls for TORFL-III, level C1.
  • For Russian citizenship, the A2 level includes the language test.
  • For a job application in Europe, telc Russian, ECL Russian or any certificate that states a CEFR level usually works.
  • For a job or a university place in the US, employers and universities may rate you on the ACTFL or ILR scales instead.

ACTFL and ILR are proficiency scales used in the United States, by language educators and by government agencies.

💡

Ask the university, employer or authority in writing which exam and which level it accepts. That answer decides which online preparation course you book and how much time you need.

3

Preparing for the 5 parts of the TORFL

The TORFL usually takes two days. On day one you sit writing, vocabulary and grammar, and reading, and on day two listening and speaking. According to HSE University, you need at least 66 percent in four parts and at least 60 percent in the fifth, so a single weak part can cost you the certificate.

The vocabulary and grammar part checks the forms that take learners the most time, such as case endings, verb aspect and verbs of motion. Timed grammar tests are therefore as important in preparation as full mock exams.

Exam texts, like normal Russian texts, do not mark stress. Learners who have always read texts with stress marks should practise reading unmarked texts aloud in the weeks before the exam.

⚠️

TORFL sessions outside Russia run only at a few partner centres. Ask the centre about dates and fees before you start a preparation course, and plan travel to the centre if necessary.

Preparing for telc Russian and ECL Russian

1 telc Russian

telc gGmbH is owned by the German adult education association and offers Russian exams at A1, A2, B1 and B2, one exam per level, through language schools and adult education centres. Each centre sets its own dates and fees. Because you choose the level when you register, a placement test before booking protects you from paying for the wrong exam.

2 ECL Russian

The ECL exam tests Russian at A2, B1, B2 and C1 in four modules, namely reading, writing, listening and speaking. Since August 2026 you need at least 60 percent in each module. A strong reading result therefore no longer makes up for a weak speaking result, and preparation must cover all four modules evenly.

Ask the test centre for sample papers of your level. Working through one official sample under exam conditions shows the task types better than any description.

5

Online preparation in 6 to 12 weeks at your target level

If you have already reached the target level, 6 to 12 weeks with a few hours a week are usually enough to learn the format and the timing. If you are one level short of the target, plan a general course first, because an exam course trains tasks and does not build the language.

  • One-to-one lessons with a teacher trained in Russian as a foreign language, known in Russian as RKI, help most with writing and speaking.
  • An intensive or exam course for TORFL or telc costs about 300 to 900 US dollars or euros in 2026.
  • At least two full mock exams under time pressure show whether you finish every part in time.

Plan the exam date so that a retake is still possible before your application deadline, especially for TORFL, where sessions abroad are rare. In the last two weeks, reduce new material and repeat the task types that cost you the most points in the mock exams.

Many universities offer a foundation year that leads to B1.

Can I take the TORFL Russian exam online?

The TORFL Russian exam is normally taken in person at a test centre, not online. Registration, payment and preparation courses are usually the only online parts. Outside Russia, TORFL sessions run only at a few partner centres, so ask the centre directly about dates and formats.
