4 ways to prove Indonesian skills compared
Indonesia's official test, the UKBI, works differently from level diplomas such as the Spanish DELE. It covers all levels in one sitting and reports points and a rating instead of a level of the Common European Framework of Reference for Languages (CEFR), the European scale from A1 to C2. Three other kinds of proof complete the picture.
| Proof | Issuer | Result | Main purpose |
|---|---|---|---|
| UKBI | Badan Bahasa, Indonesia's language agency | up to 800 points and 1 of 7 ratings | work and study in Indonesia |
| ACTFL OPI | ACTFL, through Language Testing International | Novice to Superior on the ACTFL scale | US employers and programmes |
| CEFR self-assessment | you, with the Council of Europe grid | A1 to C2 for each skill | CV and applications in Europe |
| BIPA course certificate | a university language centre | BIPA 1 to BIPA 7 | completing a course level |
The ACTFL OPI is a speaking interview of 15 to 30 minutes by phone. ACTFL is the American Council on the Teaching of Foreign Languages. Language Testing International can also rate an OPI on the CEFR scale on request, so ask whether that option exists for Indonesian.
BIPA, short for Bahasa Indonesia bagi Penutur Asing, is the name for Indonesian courses for non-native speakers. A BIPA certificate confirms a completed course level and is not an independent exam result.
How the UKBI tests and scores Indonesian
UKBI stands for Uji Kemahiran Berbahasa Indonesia, the Indonesian language proficiency test. Badan Bahasa, the language agency of Indonesia's education ministry, runs it, and its legal basis names native and non-native speakers as test takers.
- You register, pay and choose a date online on the UKBI portal, which also shows the current fee.
- You take the test online, at a location of your choice; the speaking part needs a microphone.
- The test is adaptive, so the questions adjust to your answers.
- It covers listening, merespons kaidah (responding to the rules of standard Indonesian), reading and, depending on the package, writing and speaking.
- The agency marks writing and speaking within up to 14 working days, and the certificate is digital.
The result combines a score of up to 800 points with one of seven ratings, called predikat. A 2016 ministerial regulation sets the top rating, Istimewa, at 725 to 800 points, followed by Sangat Unggul and Unggul. The lowest rating is Terbatas (limited).
The UKBI measures native speakers as well, so it says little about beginners. It becomes useful from a solid intermediate level, for example when you plan to work or study in Indonesia.
Which Indonesian proof fits which goal
The right proof follows from the person or institution that reads it.
- Job or study in Indonesia: The UKBI is the official test, but ask the employer or university which result it expects.
- KNB scholarship for a degree in Indonesia: Holders take BIPA classes of up to one year and must pass them before their degree, according to the 2025 guidelines.
- Job with a US employer or programme: The ACTFL OPI is used for staff selection and programme entrance.
- CV in Europe: A CEFR self-assessment with the Council of Europe and Europass grid places you per skill, and a UKBI result adds an official score.
- Travel and family: No certificate is needed, so a general or conversation course fits better than test preparation.
Ask in writing for three details before you book test preparation: the exact proof, the minimum result and the latest date. These details decide whether you train for the UKBI, the OPI or neither.
Preparing for the UKBI online
UKBI preparation trains formal Indonesian, called bahasa baku, under time pressure. The test part on language rules is about the norms of this standard.
1 Formal register and spelling
Write and read in bahasa baku and follow the official spelling standard, the EYD, in its fifth edition from 2022.
2 Word building
Reading texts are full of derived words such as pengembangan (development). Practise prefixes and suffixes in word families.
3 Writing and speaking with feedback
Let a teacher mark timed writing tasks and recordings, because these parts depend on human judgement.
4 Technology check
Test camera, headset, microphone and connection in the room where you will sit the test.
Learners who take the UKBI as beginners get a low rating that says little about their progress.
Material from Malaysia brings Malay words into answers, such as kereta for car.
Colloquial forms such as nggak or udah cost points in writing.
When the UKBI makes sense and how long to prepare
The UKBI has no official conversion to CEFR levels, so no study-hour figure leads to a particular rating. The estimates for the CEFR levels show how far away a solid intermediate level is. They are rough figures for lessons plus self-study, derived from the US Foreign Service Institute.
If you already work at B1 or higher, 6 to 12 weeks of targeted practice with mock tasks and a teacher usually cover the test format. Plan the test date with the marking time in mind, so that the digital certificate arrives before your application deadline.
The ACTFL OPI needs no long format training, because it is a conversation. Individuals take it from home: they sign in to a remote supervision platform with a webcam and call the tester by phone.
Frequently asked questions about online Indonesian test preparation courses
Is there an official language test for Indonesian?
Indonesian has one official proficiency test, the UKBI (Uji Kemahiran Berbahasa Indonesia), run by Badan Bahasa, the language agency of Indonesia's education ministry. It is taken online and gives a score of up to 800 points with one of seven ratings. The UKBI has no official conversion to CEFR levels.
Does the Indonesian UKBI test give a CEFR level?
The Indonesian UKBI test does not give a CEFR level, because no official conversion between its scale and the CEFR exists. It reports a score of up to 800 points and one of seven ratings, the highest being Istimewa from 725 points. For applications in Europe, combine the result with a CEFR self-assessment.
Which exam proves Indonesian skills for a job with a US employer?
Indonesian skills for a job with a US employer can be proven with the ACTFL OPI, a 15- to 30-minute speaking interview by phone that US employers use for staff selection. It rates speaking from Novice to Superior on the ACTFL scale. Individuals take it from home with a webcam and remote supervision.
At what level do learners start preparing for the Indonesian UKBI?
Learners start preparing for the Indonesian UKBI at a solid intermediate level, because the test also measures native speakers and says little about beginners. Reaching B1 on the CEFR takes roughly 350 to 500 study hours. From there, a few weeks of format training with a teacher are a common next step.
Does a BIPA course certificate count as an Indonesian exam?
A BIPA course certificate confirms that you completed a level of an Indonesian course for non-native speakers, from BIPA 1 to BIPA 7, and is not an independent exam result. Some programmes still require it. Holders of the KNB scholarship, for example, must pass BIPA classes before their degree in Indonesia.
How long does the UKBI take to mark Indonesian writing and speaking?
The UKBI marks the Indonesian writing and speaking parts within up to 14 working days, according to Badan Bahasa. The certificate is issued in digital form. Book the test early enough that the result arrives before your application deadline.
